ROLE OVERVIEW

Under the guidance and direct supervision of the Resident Representative of the President of ECOWAS Commission Sierra Leone, the Office Manager should play a vital role in the smooth running of the office. From welcoming visitors, to the reception of calls, fixing appointments, organizing the schedule of his/her superior, drafting of correspondences and filling of documents. He/she should be quite accessible and responsive in the face of competing demands from both internal and external parties.

ROLE AND RESPONSIBILITIES

•     Management of the Supervisor’s schedule: Manage the Supervisor’s diary and schedule, organise and manage appointments; receive and welcome visitors; make telephone calls; verify in-coming calls to ensure their importance and possibility to respond or transfer to the supervisor.

•     Administrative Management: Organise meetings; receive, draft, type and make follow-up on administrative letters; book meeting rooms; request and provide supplies to the office.

•     Management of mail and documents: Create a recording system of in-coming and out-going mails; ensure e-archiving and e-filing of documents using ECM software for easy retrieval when the need arises; manage documents (in-coming and out-going, filing of letters); ensure follow-up on documents submitted for signature or approval.

•     Computer skills: Knowledge of Ms Office, ECM and other Ecolink software when it is possible. Demonstrate ability in word processing in English, French and/or Portuguese.

•       Assists colleagues with administrative tasks.

ACADEMIC QUALIFICATIONS AND EXPERIENCE

•       HND or equivalent in secretarial studies or administration from a related field from a recognized University.

•       Six (6) years of progressively responsible experience in administrative services,  Secretarial services including such tasks as the maintenance of personnel and financial records, technical cooperation planning and/or implementation.

•       Understanding of administrative-related policies, procedures, and processes, and ability to recommend suitable office administration-related software and systems to be used.

ROLE OVERVIEW

Under the supervision of the Administrative Officer, the position provides support to Fleet Management & Transport with everyday operations in making sure of the smooth running of the Commission’s fleet of vehicles.

ROLE AND RESPONSIBILITIES

  • Perform the daily preventive maintenance checks before moving a particular vehicle for the first time in the day.
  • Monitor consumption of fuel and lubricants by vehicles to ensure their efficient use.
  • Initiate timely requests for fuel replenishments.
  • Maintain accurate record of fuel/lubricant usage for planning and audit purposes.
  • Ensure accurate completion of vehicle log books by drivers.
  • Carry out any other duties that may be assigned.
  • Take/Receive officials and guests to and from the airport or other authorized locations.
  • Ensure security of goods and persons transported.
  • Respond immediately to accident emergencies by notifying emergency response providers.
  • Ensure cleanliness of the vehicle.

ACADEMIC QUALIFICATIONS AND EXPERIENCE

  • West African School Certificate or equivalent certificate with a formal driver training certificate and a valid driver’s license/ certification to operate assigned vehicle.
  • Two (2) years of experience as a driver, preferably for an international organization involving a variety of makes and models of vehicles.
  • Working knowledge of  traffic rules and regulations, and ability to read and interpret traffic signs and  documents such as safety rules, and operating and maintenance instructions.
  • Maintain a log book.
  • Knowledge of defensive driving practices, chauffeur protocol and courtesies, local roads and conditions, and protocols of relevance to safety and security of passengers during inclement weather, terrorism events, motor accidents, criminal and violent incidents.

ROLE OVERVIEW

Under the supervision of the Chairman ERERA, the incumbent shall ensure jointly with the other members, the regulation of cross-border electricity exchanges, in accordance with the provisions of Community texts.

He shall be appointed on full-time basis and for a non-renewable term of five (5) years.

ROLE AND RESPONSIBILITIES

·       Participating in the Council’s deliberations.

·       Guiding the Council in the development of the Council’s Regulations and ensuring, in particular, legal compliance with all the regulations and decisions made by the Council within the framework of implementing its overall mandate of regulating cross-border electricity exchanges and settling disputes.

·       Assisting the Chairman of the Regulatory Council in carrying out his responsibilities, particularly the organization, monitoring and supervision of all ERERA’s activities, the preparation of the annual report, as well as the preparation and implementation of ERERA’s budget.

·       Supervising the drafting and preparation of texts, licenses and terms of reference, legislation and regulation, contracts or interconnection agreements, contract awards.

·       Steering institutional reforms, energy policies, liberalization and regulation of the energy sector.

·       Analyzing the electricity sector regulations of ECOWAS Member States.

·       Reviewing the existing or cross-border energy exchange agreements being prepared and ensuring their implementation.

·       Managing legal issues (joint-venture, public-private partnership, tariff issues) related to cross-border electricity exchanges and market management

·       Defining the operating legal rules and procedures of the regional electricity market.

·       Monitoring partners’ compliance with commercial rules and their contractual agreements, and laying down dispute-settlement procedures

·       Masters’ Degree in Law or Energy Regulation or a related field from a recognized University.

·       Twelve (12) years proven professional experience in energy law and regulation, particularly in the preparation and drafting of texts, licenses and terms of reference, contracts or interconnection agreements, award of contracts, etc.

·       Five (5) years’ experience in team management, preferably in a supervisory capacity, within an international organization or a national electricity/energy regulatory body.

·       Deep knowledge of Power Purchase Agreements(PPAs) at national and/or regional levels

·       knowledge of anti-discriminatory/human rights regulatory environment and ability to advance strategies to foster an inclusive working environment and healthy organization respectful of  cultural diversity and gender equality and  free from harassment and discrimination.

·       understanding of diverse cultural views especially within West Africa, being sensitive to group differences, gender issues and ability to contribute to, advocate for, and/or develop policies which are gender sensitive  and responsive to various cultures.

·       ability to foster a diverse and inclusive interactive work environment that can effectively bring together a wide spectrum of ideas and experiences to solve problems, develop projects/programs and improve results.

·       sound judgment and decision-making skills on matters relating to policy and strategy development important to the realization of the ECOWAS mandate and the improvement of outcomes for Member States.

·       ability to analyze reports as well as socio-economic and institutional dynamics  and recognize areas of potential obstacles or challenges and develop innovative solutions or alternatives to address barriers and achieve strategic/operational priorities.

·       ability to anticipate and interpret the effects of environmental changes (social, economic and political),and its impact  and make recommendations.

·       ability to identify/address strengths and weaknesses, stimulate creativity, reduce resistance to change and improve the achievement of strategic objectives.

·       ability to make prudent decisions relating to the management of human, financial and material resources.

·       ability to actively listen and understand perspectives of others to make informed assertions, decisions or recommendations.

·       ability to build multiple external collaborative relationships to support strategic and operational objectives; identify the key issues and accommodate the key players with well thought out communication and stakeholder management plans.

·       proficiency in information communication technologies (ICT).

·       Fluency in oral and written expressions in one of the ECOWAS official languages of the Community (English, French & Portuguese). Knowledge of an additional one will be an added advantage.

·       ability to prepare plans, set clear objectives in a consistent manner and have effective oversight of performance management practices to  ensure that goals and standards are met.

·       ability to set effective goals/results and manage change in a manner that demonstrates resilience, composure and a positive outlook in an environment of uncertainty and ambiguity.

·       ability to enable the development of organizational and individual talent throughout the implementation of strategic, operational, programme, project and individual plans.

·       ability to implement plans, mobilize/engage people, identify critical success factors, mitigate risks, monitor indicators and feedback, initiate corrective measure and build capacities for sustainability.

·       ability to institute rigorous monitoring, and evaluation practices and to learn from setbacks and mistakes to ensure continuous improvement.
